Family State Benefit

The following persons are entitled to receive the family state benefit and the supplement to the family state benefit for a disabled child: citizens, non-citizens of Latvia, foreigners, and stateless persons living in Latvia who have received a personal identity number.

The benefit is not granted to persons who have received a temporary residence permit.

The family state benefit and supplement to the family state benefit for a disabled child is granted in accordance with Section 6 of the Law on State Social Allowances and Cabinet Regulation No. 1517 Regulations Regarding the Amount of the Family State Benefit and the Supplement to the Family State Benefit for a Disabled Child, the Review Procedure Thereof, and the Procedures for Granting and Payment of the Benefit and Supplement.

The family state benefit is granted to:

  • one of the child’s parents;
  • guardian or adopter;
  • actual raiser of the child who has been established by the court’s decision;
  • the child him or her-self after the age of 18 years if prior to that he or she has been under guardianship.

The benefit is granted for each child raised in the family from when the child becomes one year old until the age of 15.

If the child after reaching the age of 15 years continues to study in a general or professional education institution and does not receive scholarship then the benefit is paid until the age of 19 years (if he or she has not entered into marriage).

For a disabled child who has not reached the age of 18 years a supplement to the family state benefit is granted. The right for this supplement to a person who raises a disabled child is from the day of establishment of the status of a disabled child until the day when the disabled child reaches the age of 18 years, regardless of the payment of the family state benefit.

What is the amount of the benefit?

From 1 July 2009 until 31 December 2014 the benefit is granted an paid in the amount of EUR 11,38 for each child.

Supplement to the family state benefit for a disabled child is EUR 106,72.

How and where to apply for the benefit?

When applying for the family state benefit or the supplement to the family state benefit for a disabled child an application for granting of the benefit must be submitted.

The application for granting of the benefit can be sent also by post or in electronic form in accordance with the regulatory enactments regarding drawing up of electronic documents. When applying for the benefit by post or e-mail application forms in the webpage of the VSAA www.vsaa.lv can be used (Application for granting of the family state benefit supplement to the family state benefit or Application for granting of the family state benefit supplement to the family state benefit (if any of the family members is (or was) employed in the EU/EEA) or a free text application can be submitted stating the following information:

1. benefit and supplement applicant’s:

  • given name, surname;
  • personal identity number;
  • address of the declared place of residence;
  • telephone number or e-mail address;
  • account number of credit institution or postal account system (21 symbols);
  • type of the benefit applied for (family state benefit or supplement to the family state benefit for a disabled child);

2. child’s:

  • given name, surname;
  • personal identity number;

3. if place of residence of the benefit applicant or any of the child’s parents has been or is in another member state of the European Economic Area or the accordant person has been or is employed in another member state of the European Economic Area, additionally the following information about this person must be stated:

  • given name, surname;
  • personal identity number;
  • address of the declared place of residence;
  • address of actual place of residence in another member state of the European Economic Area;
  • country of employment and name and address of the employer;
  • beginning and end date of employment;
  • sickness, maternity and unemployed person’s benefits and pension received in another member state of the European Economic Area, stating the period of receipt thereof;
  • benefits received for the child in another member state of the European Economic Area, stating the period of receipt thereof;
  • identification or social insurance number received in another member state of the European Economic Area.

The benefit and supplement applicant attests with a signature that the information provided in the application is true.

When the child reaches the age of 15 years as well as further on information about the child (given name, surname, personal identity number, educational institution, grade) is submitted to the VSAA by the Ministry of Education and Science in electronic form.

If the child studies abroad, the applicant for the family state benefit must submit a certification from the foreign educational institution to the SSIA. The submitted document from the foreign educational institution must contain information that allows to unmistakably conclude that the person for whom it has been issued studies in the general or professional education institution in the said period of time and does not receive scholarship. The document issued by the foreign educational institution must have a translation annexed to it, and it must be legalized. If the document has been issued in a country of the European Union, the European Economic Area, or the Swiss Confederation legalization is not necessary.

Information about a disabled child is submitted to the VSAA by the State Medical Commission for Expert-Examinations of Health and Working Ability in electronic form.

If the applicant for the benefit and the supplement is a guardian or a person who actually raises the child then the information about establishment of the guardianship or payment of the benefit to a person who actually raises the child is submitted to the VSAA by the orphan’s court that made the decision on establishment of the guardianship or payment of the benefit to the person who actually raises the child.

If the applicant for the benefit and the supplement is an adopter information about confirmation of adoption is submitted to the VSAA by the court.

When submitting the application at the department of VSAA it is not necessary to present a personal identification document. However, in accordance with the Personal Data Protection Law, when providing to the person information related to the specific person VSAA has the rights and the person has the duty to present a document that allows to identify this person.

An authorized person can also apply for the benefit if he or she has formalized the representation rights in accordance with Section 38, Paragraph one of the Administrative Procedure Law. Representation of the natural person is formalized with a notarized letter of attorney, also natural person can authorize his or her representative in the institution (VSAA) by both the representative and the authorizing person arriving to the institution in person.

The application for granting of the family state benefit and the supplement must be submitted not later than within 12 months from the moment when the right is created. If the benefit is applied for later it is granted only for the previous 12 months prior to the application for the benefit.

How fast is this benefit granted?

The decision on granting of the benefit and the supplement is made within ten days after the department of VSAA has received all documents necessary for granting of the benefit.

Receipt of the benefit

The benefit is transferred to the account of a credit institution or postal account system stated by you.
